Jeff previously served as a Chief of Staff and Director at the U.S. Department of Homeland Security (DHS). He joined DHS after serving 30 years in the United States Army culminating at the National Security Council as Senior Director for Response Policy (Acting) and Director for Continuity Policy.
While serving in Iraq, Jeff led the team that developed the methodology and program to successfully draw down all United States forces in accordance with the United States - Iraq Security Agreement. At the Pentagon, he and his team were responsible for determining force structure requirements, resourcing, and the accurate accounting and documentation of the Army including the Active force, Army Reserve, and the Army National Guard military and civilian members—over 1.7 million positions. In Hawaii, he led the transformation of United States Army forces in the Pacific, a plan that reshaped the Army in Hawaii, Alaska, Guam, American Samoa, Japan, and Korea, improving the readiness posture of Army forces not only for war, but humanitarian assistance, disaster response, and military support to civil authorities as well.
Jeff hails from Denver, Colorado. He started his Army career in the Field Artillery. He was present in the Pentagon on September 11, 2001. He holds a Bachelor of Arts in Behavioral Sciences from the Metropolitan State University of Denver, a Master of Arts in Education from the University of Saint Mary, a Master of Strategic Studies from the U.S. Army War College, and is a graduate of the National Preparedness Leadership Initiative at Harvard University.
